Since 2013, the United Nations system in Madagascar, in particular the United Nations Educational, Scientific and Cultural Organization (UNESCO) and then the United Nations Population Fund (UNFPA) has supported the Malagasy government in the introduction of sex education in school curricula. Comprehensive Sexual Education (CSE), now known as Education for Life in Harmony (EVH), is currently an integral part of the new Education Sector Plan in Madagascar.


CSE introduction has followed a long process starting by the drafting documents by Curricula and Inputs Direction (DCI) team of the Ministry of National Education (MoE). In 2015, Program Testing  at two pilot region was conducted by UNFPA. In 2016, Follow-up of the experiment, evaluation of the program for national scaling up. In 2017, technical validation  by the MoE staff level and in 2018, training of 66 major trainers from 7 regions supported by UNFPA.


Four main documents have been produced and make up the EVH documents, namely (i) the Orientation Framework for Life in Harmony Education (COEVH), (ii) life-skills education programs Harmony “(PEVH), (iii) the communication document for parents and Teacher’s guideline in CSE, in the near future.


An official sharing workshop of those documents organized by the DCI, in partnership with the Ministry of Youth and Sports (MJS), was held on Friday, November 09, 2018 in the MEN Conference Room. The workshop brought together some fifty participants from sector ministries, non-governmental organizations, UN agencies (UNICEF, UNESCO…)  and representatives of youth networks This workshop is an important step to facilitate the national scaling up of the Harmony Education Program which requires the engagement of all partners.
